In the 2023 year, work has been done on how to facilitate the calculation of the indicators proposed by RD 1052/2022 for the implementation, evaluation and monitoring of the future Low Emission Zones (ZBE) that must change mobility in the cities In joint work with the services of Mobility on the one hand and Governance and city strategy on the other, it has been studied how to respond to the four levels of indicators that are requested:
- Air quality indicators (category 1 RD)
- Indicators of climate change and sustainable mobility (category 2 RD)
- Noise indicators (category 3 RD)
- Energy efficiency indicators (category 4 RD)

Within this new challenge, the addition of two new types of information, the information coming from noise measurements and the acoustic map and the addition of energy efficiency information to cover the indicators of these two categories established in RD 1052/2022.

  • The specific objectives and results for 2023 have been:
    • Develop a new module on the CCDT GIS platform for the management and visualization of Acoustic Map data which allows the calculation of all the noise indicators of category 3 of RD 1052/2022.
    • Study the Energy Efficiency Indicators (category 4) and develop a new module on the CCDT GIS platform for the management and visualization of energy efficiency data. 
    • Study the indicators of climate change and sustainable mobility (category 2)
      • adaptations to the CCDT platform to be able to calculate the building contribution indicators to ZBEs (thanks to the new energy efficiency module) to determine the conditions under which an area is considered green.
      • update of the current module of the Street Section Graph (GTC) of the CCDT. This module is an algorithm designed by the CCU team that calculates the time it takes a person to get from one point to another following the pattern of streets, stairs, parks and taking into account traffic lights. 
    • Study and search for municipal and general information sources that allow the formulation of air quality category 1 indicators and assess the possibility of adding to the platform a new layer of information and a new module if appropriate, to cross this information with that of the population and the territory. 
    • Study and evaluate the possibilities of interacting with standard and open georeferenced data sources, such as the Open Source Routing Machine (OSRM).
